Home Energy Savings Program — HESP (Newfoundland & Labrador)
This program is CLOSED to new applicants
NL Housing's low-income retrofit grant (up to $5,000 for insulation and draft-proofing) closed to new applications June 15, 2026 — but it's coming back better: a Fall 2026 relaunch merged with the Provincial Home Repair Program will DOUBLE the forgivable loan to $10,000 ($13,000 in Labrador) and raise the lifetime maximum to $30,000.

Who qualifies
- ✓Household income of $42,500 or less ($65,000 in Labrador)
- ✓Owner-occupied primary residence: single, row or semi-detached (condos ineligible)
- ✓Upgrades identified through a mandatory evaluation (insulation, draft-proofing)

Stacking with other programs
Separate from takeCHARGE utility rebates. NL's seasonal Home Heating Supplement is OPEN for 2026-27: $200–$500 for oil-heated homes (full $500 at income ≤ $100,000, partial up to $150,000; at least 250 L of furnace/stove oil bought in 2026) — apply by January 15, 2027 at gov.nl.ca.
