Home Insulation Programs (PEI)

efficiencyPEI's insulation support, in two streams: completely FREE insulation for households under $55,000 income (home assessed at $300,000 or less — funded with the federal Affordability Program), and income-scaled insulation rebates for everyone else, increased ~40% in June 2025. One of the few PEI programs still fully open after the April 2026 rebate wind-down.

Who qualifies

  • Free stream: household income under $55,000, owner-occupied primary residence, tax-assessed value ≤ $300,000
  • Rebate stream: PEI homeowners and landlords; higher rebates if household income is under $35,000
  • Rebate work must be approved BEFORE starting — pre-approval work is not refunded

How to apply

  1. 1Free stream: apply in person at any Access PEI location
  2. 2Rebate stream: book a subsidized energy audit with an approved provider, get your EnerGuide report, wait for approval
  3. 3Complete upgrades, final inspection by the auditor, submit proof of income (July GST Credit Notice) and payment form

Stacking with other programs

The free stream is PEI’s delivery of the federal Canada Greener Homes Affordability Program. The Energy Efficiency Loan Program can finance approved insulation upgrades on a primary residence.

Frequently asked questions

Are PEI heat pump rebates still available?

No — PEI ended its heat pump, water heater and HRV equipment rebates on April 15, 2026 (legacy claims only for purchases made between April 15, 2025 and April 15, 2026). Insulation is now the main open retrofit program.
